立教大学経済学部卒。東京でイラストの仕事を始めた後、ベルギー・アントワープ王立芸術アカデミーのフリーグラフィック科にて銅板画などの版画技術を学ぶ。ベルギー滞在中に執筆したイラストエッセイ本『ベルギー・アントワープへの招待』（1997年・PHP研究所）をきっかけに、旅や生活文化に関するエッセイや取材記事の執筆を始め、イラストと執筆の両方の分野で活動を行っている。2008年から自身の作と絵による児童絵本を発表し、「しまうまシリーズ」として日本ではPHP研究所より出版、韓国や中国でも翻訳出版されている。中欧のウィーンに定期的に滞在しながら創作活動を行い、2019年5月に故郷である別府の鉄輪（かんなわ）にプライベートギャラリー『Tobi Labo Beppu トビラボ ベップ』をオープン。幅広いスタイルの作品の展示と販売を行なっている。

トビイ ルツ RutsuTobii
Rutsu Tobii is the author of childrens’ book, illustrator, travel journalist/essayist.
Tobii published her first authored book of essay and illustrations "Belgium, Antwerp eno shoutai: An invitation to Antwerp, Belgium" (1997, PHP Institutes Inc.) during she studied at the Royal Academy of Fine Arts Antwerp. While contributing articles and illustrations for publication and advertisement of many major companies in Japan, Tobii continues to author a series of children's book known as “Shimauma series” which is published in Japan, Korea, and China. In 2019, Tobii opened a private gallery Tobi Labo Beppu in her home town Beppu, where she is based after Tokyo and Vienna.
Art work and original product designed by Tobii are available at Tobi Labo. In order to show the different style of illustration & art, Tobii owns many SNS accounts. TOBII & RUTSU is one of the credits that Rutsu Tobii use for SNS.
